The proposal aims to consider the organizational culture as a means to be efficient in the public management of those who perform this activity. Organizational culture in the same way as various definitions and concepts of management and modern structure, justified its importance on the need to reduce conflicts and personal disagreements that are manifested in each unit or areas of the public administration. Teamwork is a value that every organization protects and tries to improve continuously in order to be efficient within each process, communication plays a very important role in management because it is the means of interacting between the collaborators, as well as the clear representation of the institutional objectives proposed by the organization.
