In the current historical conditions there is a considerable increase in migrations, therefore the processes inherent to the specialized institutions created for their orderly management are increasingly complex, and more preparation of the officials who carry them out is required. In this sense, the article presents the partial result of an investigation aimed at designing a training system for officials of the Immigration and Foreign Service (SME) of the Republic of Angola, to improve their professional performance in the processes related to the service. For this purpose, the diagnostic study developed to characterize the state of that training process and establish its main strengths and weaknesses is shown. It is determined as a general variable the process of training SME officials in provinces that do not have international terrestrial and / or maritime borders and are assumed as dimensions, the two fundamental subprocesses that are theirs: the pedagogical process and the process of directing training, which are operationalized in six and 10 indicators respectively. The study covers five provinces and a sample of 301 officials (39.8% of the population) of all SME categories. The results obtained confirm the need for research by making evident the absence of a systemic training model that considers the variety of the functional content of the service's own processes, the integrality in the preparation that its performance demands and the gradual transition by levels of training of its beneficiaries.
